Conspiracy to Commit bribery

Agreement between two or more persons to bribe a public official in exchange for an official act (inchoate offense of conspiracy). Under U.S. law, an agreement to commit bribery can constitute criminal conspiracy even if the bribe is not ultimately paid, provided the conspirators shared the intent and took at least some step in furtherance of the plan.

Situation:

"Frank outlines a plan: "I dress Dee up like a whore, get a city official, bribe him, and make him give us the contract," and Dennis explicitly volunteers to participate: "I'll bribe the city official with you." They discuss roles and the plan as a group, constituting an agreement to engage in bribery of a city official to obtain a municipal contract."

Crime #1

Illegal dumping

Transporting and dumping municipal or commercial waste in unauthorized locations (including neighborhoods, vacant lots, or other areas not designated as lawful disposal sites) violates environmental protection statutes and local anti-dumping laws. Such conduct can give rise to criminal fines and penalties and civil liability.

Situation:

"The gang discusses taking collected trash 'instead of taking it all the way to New Jersey... let's just dump it in a poor neighborhood.' Later, a crowd confronts them shouting, "Don't dump your trash in our neighborhood, you rich prick!" and another character asks, "What the hell were you guys doing dumping down there?" The transcript establishes that the gang transported trash and dumped it in an unauthorized neighborhood rather than disposing of it legally. The members who were handling and transporting the trash throughout the episode are Dennis, Mac, Charlie, and (as driver/participant) Dee."

Crime #1

Incitement to riot

Publicly urging or encouraging imminent lawless action (a riot or violent conduct) can be criminal (incitement) when the speech is directed to producing imminent lawless action and is likely to produce such action. Deliberately impersonating another person or falsely representing oneself to inflame a crowd may further support criminal liability for disorderly conduct or related offenses.

Situation:

"Dee takes a microphone at a union/strike rally and presents herself as "Martina Martinez," delivering an inflammatory speech accusing white people of dumping trash in the neighborhood and urging the crowd to take action. Her remarks (including shouted, incendiary phrases) directly rile the crowd and lead to a swarm/mob action against the gang: the transcript shows the crowd chanting and charging 'Go get them!' immediately after her address."

Implicated: Dee Reynolds
Crime #1

Tampering with vehicle brakes

Intentionally disabling or tampering with a vehicle's braking system is a serious crime (could be prosecuted as malicious tampering with a motor vehicle, reckless endangerment, or even attempted murder/attempted manslaughter depending on jurisdiction and whether serious injury or death was likely or intended). It creates a substantial risk of death or serious bodily injury to occupants and others on the road.

Situation:

"After preparing to drive a vehicle to collect trash, the group discovers the brakes do not work. When asked, Charlie admits: "Did you cut the brakes again?" "Yep." The vehicle then becomes uncontrollable: "We have no brakes... Oh, my God!" Charlie's intentional cutting of the brakes is explicitly stated in the transcript."

Implicated: Charlie Kelly
