Intentionally disabling or tampering with a vehicle's braking system is a serious crime (could be prosecuted as malicious tampering with a motor vehicle, reckless endangerment, or even attempted murder/attempted manslaughter depending on jurisdiction and whether serious injury or death was likely or intended). It creates a substantial risk of death or serious bodily injury to occupants and others on the road.
